A file of skills, as an account may add to an agent without taking a copy of the whole definition. Written as a skills element wrapping skill elements, in the queries repository under agents/skills, one file per agent definition and named for it. Additive on purpose: an account wanting one house procedure should not have to fork the definition to get it, and so stop receiving every later improvement to that agent's instructions, tools and specialists. A skill whose name matches one the app supplies replaces that one, which is how an account substitutes its own version of something rather than only adding beside it.
