Links an Agent to the thing it is paying attention to, so an agent can be given a set of profiles or organisations to work on. An Agent is one instance of an agent definition, and an agent has a target row for each entity it has been pointed at. The target entity is optional so that other kinds of thing, such as websites or products, can be targeted in future without a schema change. Everything is scoped by the admin organisation.
