How many abnormal buckets make an incident, how many good ones end it, and how often to say so while it is open. Separate from AnomalyThreshold because these are different decisions taken by different people. The threshold is a judgement about the metric - how far off normal is too far. This is a judgement about noise and attention - how much wobble to tolerate before bothering anyone, and how often to bother them afterwards.
