Carries the mutable state passed through a single account configuration deployment, from AccountManager.applyAccountConfigConfiguration down into each app's applyConfig implementation. Bundles the remote server credentials and migration service used to fetch missing repository content on demand, the account's admin organisation and root folder, and a shared cancellation flag that lets the deployment be aborted partway through.

Fetches the full directory tree for the given content hash from the remote server identified by this context's credentials, walking it recursively so all descendant content is pulled down and available locally. Does nothing if remoteHash is blank. Any IO or migration failure is wrapped in a RuntimeException.
