Tracks the average response time in milliseconds for requests to the same URL over a rolling time window, for use as a condition in IDP rules that react to slow or degraded endpoints. Times are counted per user, per client IP, or as one global total depending on the configured metric type. The average blends completed requests, bucketed by URL into one-minute buckets and pruned once they fall outside the configured interval, with requests that are still in progress at the moment of evaluation.
