Represents a single portable item of app configuration captured into an AccountConfigSnapshot, such as an app's settings or an entity contributed by an app's appendConfig implementation. Identified by a portable id and carrying a bag of named properties, it is the unit that config item deltas (ConfigDelta) are computed between when comparing two snapshots. Serialised as a configItem element within a snapshot.
