Builder used by an app's appendConfig implementation to add the app's config items, such as settings or app-specific entities, into an AccountConfigSnapshot being assembled. An instance is handed to appendConfig by the account manager, which obtains it from AccountConfigSnapshot.newConfigItemBuilder using the app's instance id. Items are grouped by config item type as they are added, and the resulting groups are written into the owning snapshot when build is called.
