Wraps a fixed literal value as an IDP expression, so a constant such as a threshold number or an expected string can be used as one side of a CompareIDPExpression or similar condition. The value is set once at construction and returned unchanged from eval for both HTTP requests and outgoing SMTP messages. Never requires authentication to evaluate.
