Fired when a new website credential, a password, e-signature or two-factor secret key, is created for a profile. Raised by PasswordManager, SignatureManager and UserManager only when the credential is newly created, not when an existing one is updated, and dispatched to the funnel manager so that CredentialSetGoal trigger nodes can match against it.
