Returns true while the current time is inside the given range, so a rule can be scheduled and stop applying on its own once the range has passed. Times must carry an explicit offset, eg 2026-09-01T00:00:00Z or 2026-09-01T12:00:00+12:00. A time without one is a configuration error rather than an assumed timezone - a whitelist that opens hours early because a zone was guessed is worse than one that does not open at all. Either bound may be left off: start only means "from then on", end only means "until then". Start is inclusive, end is exclusive. A range with neither bound set, or with a bound that cannot be parsed, evaluates to false, so a rule guarded by it fails closed.
