TemporalParser for a date-and-time numeric pattern, such as DD/MM/YYYY HH:mm or MM-DD-YY HH:mm, restricted to a matching or excluded country as configured on the enclosing AbstractTemporalParser. Requires a zone to parse, returning null otherwise, and is the locale default for date-time output when its pattern uses a slash separator and the locale's country matches.
