Where a profile has been seen before, from the web hit index. The index already carries a geolocated country on every request, so this is the cheapest available answer to "is this a normal place for this person to be", and needs no new storage. Two properties of the query matter more than the query itself: the caller supplies a window that ends before now, so that the session doing the spending cannot teach the baseline that its own location is normal, and the hit count comes back with the countries, so a caller can refuse to draw a conclusion from a profile that has barely any history rather than treating every new customer as suspicious.
