Exposes recent fraud scores to IDP so an account can escalate beyond Kademi's own built-in response to a high fraud score. Kademi's own response to a high score is to reject the transaction and notify administrators, and no more. Accounts that want stronger action - blocking the IP, blocking the user - configure an IDP rule against this metric with whatever threshold suits their appetite for risk, usually a lower one than Kademi's own, combined with actions such as adding a known IP entry or an access block. This metric does not accumulate from requests the way the other IDP metrics do: it is fed by fraud evaluations elsewhere in the system, which is why accumulate does nothing here.
