Tests whether the client's IP address geolocates to one of a configured list of country codes, for use as a condition in IDP rules that block or flag traffic from particular countries. Evaluation looks up the current request's location via GeoManager and compares its ISO country code against the configured blacklist, returning false if the location cannot be determined or no countries are configured.
