Records a single config item, or a wider group of config items, excluded from configuration diffs and deployments for a tenant account. A null appId, type or itemId acts as a wildcard, so for example an entry with a null type matches every config item type for the given app. Saved as part of the account's IgnoredConfigItemList, where it is written as an "IgnoredConfigItem" element, and checked by AccountManager when computing or applying a config diff.
