Tests whether the client's IP address falls within one of a configured list of CIDR ranges, for use as a condition in IDP rules that allow or block traffic by network range rather than by individual address. Each configured range is parsed into an address range on first use and cached, along with a per-IP result cache so repeated requests from the same address skip re-parsing. Returns false if no ranges are configured or the client IP cannot be parsed, and null if the client IP is missing.
