IDP condition that enforces a rate limit which scales with another metric, rejecting requests once a counting metric exceeds a rate that is linearly interpolated from a second, value metric. The two configured metrics play different roles: the count metric tracks how often something happens (the current rate), and the value metric represents a load or cost signal that the allowed rate scales against, for example response time or resource usage. The allowed rate is maxRate when the value metric is at or below minValue, minRate when it is at or above maxValue, and linearly interpolated between those two points otherwise. Evaluates to true (request is within the limit) when the count metric's current value is below the calculated allowed rate.
