Counts requests to the same URL over a rolling time window, for use as a condition in IDP rate-limiting and abuse-detection rules. Requests are counted per user, per client IP, or as one global total depending on the configured metric type, and the total includes both in-progress requests (tracked from requestStart to requestEnd) and completed ones, which are bucketed by URL in one-minute buckets and pruned once they fall outside the configured interval.
