Base class for table-upload actions that evaluate a configurable rule against each imported row. Subclasses (such as handlers that ignore the row, fail the whole batch, or notify admins) call evaluateExpression to test the current row against a rule built with the query builder and configured through the "expression" field, with a "validity" field used to describe the condition in messages. Concrete subclasses decide what happens when the rule matches; this class only provides the shared field definitions and expression evaluation.
