Standard table-upload action that skips a row when a configured column is blank. Registered as one of the built-in action handlers offered to every table uploader (see TableUploadManager), so no custom code is needed to use it - an admin adds it to a table uploader's action list and sets the one-based column number to check. During row transformation, if that column's value is blank the row is dropped from processing; otherwise it passes through unchanged.
