Pushes an account telemetry event via IDPManager.pushTelemetry when a rule matches. A pure side-effect action: it never aborts or continues the request itself. The originally motivating case is rate limiting (issue 23765) - when the limiter blocks a client, telemetry records which account was affected and whether it was caused by a slow page or a high volume of hits - but the action is generic: any number of context fields can be pulled from the request or from named metrics via the configured field mappings. A base set of request fields (remote IP, URL, path, host, method) is always included, so a telemetry action with just an action name configured is still useful. Each field mapping value names a source, either a header or metric prefix or a built-in field, resolved by IDPRequestFields.
