Base class for table-upload actions that evaluate a configurable rule against the aggregate results of a completed import. Subclasses (such as a handler that notifies admins) call evaluateExpression once the whole file has been processed, testing the created/updated/deleted/error/total row counts, plus any extended stats, against a rule built with the query builder and configured through the "expression" field, with a "validity" field used to describe the condition in messages. Concrete subclasses decide what happens when the rule matches; this class only provides the shared field definitions and expression evaluation.
