Fired after WebsiteSettings has finished reading the ".settings.xml" files under a website's WEB-INF folder. Carries the loaded WebsiteSettings, the DataSession it was loaded from and the map of parsed file data, so app listeners can pick out their own settings file and initialise from it. For example ECommerceApp listens for this event to load its pricing rules as soon as a website's settings are (re)loaded.
