Records that a reader is interested in a blog tag, so articles on that topic can be promoted to them. One row is a single person following a single tag, and a reader may follow as many tags as they like. Because the tag belongs to a blog and the blog to a website, these preferences can be read per website to find what a reader follows on that site.
