Immutable, XML-persisted registry of all currently active debug sessions across every tenant on this server instance. DebugSessionsHelper loads and saves this to a single file, and DebugService applies updates by deriving a new DebugSessions with withNewSession, withoutSession or withoutExpiredSessions rather than mutating an instance in place. Serialised to XML as a debug-sessions element holding one child per active session.
