Row sanity check action that drops a row from the import when its configured rule matches. Registered under the id "sanity-check-ignore-row" as one of the standard row sanity check handlers an admin can add to a table uploader. The rule expression and the rows it is tested against are provided by the RowSanityCheckTableActionHandler base class; when a row satisfies the rule this handler returns null from transformRow, which causes the row to be skipped rather than imported or failing the whole batch.
