The full list of config items excluded from configuration diffs and deployments for a tenant account. Loaded and saved as XML by AccountManager.findIgnoredItems, and consulted while computing a config diff or applying an ignore filter to one, so that ignored items are left out of both. The XML element name is "Ignored".

isIgnored(String appId, String type, String itemId)
Returns: boolean
Checks whether the given config item is excluded by any entry in this list, matching against each entry's app id, type and item id where those are set, and treating a null field on an entry as a wildcard that matches anything.
